Something I have several times the past few months is that the reinforcements for a unit are drawn from the POP it is tied to. Now my question is, if there were no direct land link between the unit and the POP, would it still be able to reinforce the unit?

If this would be the case it'd have several good consequences:
- an army that is completely encircled can't be reinforced anymore (this wasn't the case in V1 IIRC, as long as you controlled the province you were standing on you could reinforce, calling up men right through enemy lines)
- POPs in provinces that are occupied by enemies can't reinforce their units anymore
- waging a war overseas becomes harder
