My reinforcement industrial slider thing says I need 600 IC points or whatever to reinforce all my military, I put about 190 points in, I have 270 Manpower, it says I only need about 250, but My man power drains, while the reinforcements don't get filled, the bar doesn't go down, and it still says I need 250 Manpower to get all my reinforcements. Any reason why? BTW there is no combat going on.

attrition? do you have many troops in low infrastructure provinces during winter? also, 600 ic reinforcement demand is *very* high. which forces are below full strength?
Do you have many damaged ships and air units? It takes a lot of IC and very little MP to repair these units.
My forces, ground and air, in France are extremely low strength because of US bombing, but they are out of US range now. I am hoping they can recover so that I can defend from US ground attack. I have most Of my forces in Russia, which are still in good shape, but If they Don't get reinforcements, I might have to delay my attack until next May. and The date is March 1942.
