Just got around to getting EUIII, I'm playing my first game as Austria (1.2.1) and there are a few things about reinforcing my armies that puzzle me:
1. When I lower army maintenance reinforcement slows/stops. I don't see this listed as an effect anywhere in the manual/tooltip/FAQ, so I'm not sure if it's an unlisted feature or a bug. The manpower tooltip will say something like "Your armies need 3,456 mp to reach full strength, 0 will reach them this month" at 50% maint. It's a sliding scale too, at 75% maint about half the normal reinforcements arrive each month.
2. Also, sometimes my units never seem to get reinforced even when at 100% maint. The manpower tooltip will say something like "Your armies need 5,000 mp to reach full strength, 750 will reach them this month" but this never changes from month to month. All my armies were in home provinces at the time, none were reporting attrition and I was at peace. Is there any attrition besides what's reported when you select the army, or anything else that might drain my mp?
