Yeah ... but there is a problem with this :D
To be able to use ALL the manpower and land limits you need LOTS of money.
But manpower is not only useful to build military units; having high manpower makes manufactories cheaper which can be a large economic benefit.

Yes, that is a good point.
But to build factories you again need money. And if you do like me and build mints in all western and central Europe it doesn't matter to much how expensive a manufactory is :))

Yeah, and when someone attacks you, you will defend yourself with artisans, merchants and bureaucrats...

But manpower is not only useful to build military units; having high manpower makes manufactories cheaper which can be a large economic benefit.

I haven't tested it yet but a number of people have been posting lately that it does; supposedly global manpower modifiers don't help but building lots of manpower buildings rolls back the price increase you normally get after a certain number of factories are built.
