Do i need to worry about Umbria? it's owned by a member of the empire, but it's not actually in the empire...
If i do, should i just declare on florence and take umbria from them or is there a fancy way to fix it?

The main problem with the shadow kingdom event is that with one of the newest dlc's the princes will now sometimes add their provinces to the HRE. The problem with this setup is that it prevents the use of the most important decision the Emperor has to the shadow kingdom. The Emperor needs to own(not core), every single one of the shadow kingdom provinces or have a direct vassal own them(not princes but actual vassals) to be able to fire the decision that helps solve the shadow kingdom prevention. The reason this decision is important is that it helps a player circumvent the Rome issue. The decision can be fired literally the second you sign the peace deal with the Papal States taking Rome, and before its even cored all of the shadow kingdom provinces immediately become part of the HRE. Normally you have to core them to add them. The problem however is that if a province is currently owned by a random prince the decision won't be available to the Emperor till you have it. So, if you don't use the decision, you have to do it manually, core each of the flagged provinces and then add them yourself OR build relations so well with each prince that holds one of those provinces that they MAYBE add the province to the HRE for you. Then when the Shadow Kingdom event pulses if everything is HRE, you prevent the shadow kingdom.
Bottom Line? Take the land yourself, its 10x easier and faster and prevents the Rome Penalty and cost to core Rome cause the Decision you unlock when you attain ownership of each province is the simplest most efficient way to solve the shadow kingdom.
