The Emperor DLC added features for the HRE and for the revolutionary countries, but it did not add any new interactions between the HRE and the Revolutionary Target. I suggest that a new incident or perhaps a CB usable by the Revolutionay Target be added, wherein if the Emperor gets grossly beaten by the Revolutionary Target, they can force a reform in the HRE secularizing the theocracies, perhaps forcing the smaller ones to be annexed by neighbouring monarchies (if possible) and disbanding the Free Cities as a HRE feature.
