Regulated Inheritance law for whole empire doesn't work

Regulated Inheritance law should be used for whole empire if implemented by imperial law even if local vice-royal law allows to inherit freely.
Now this is not so.

Some how in one of my vassal kingdoms laws was changed even what I check this laws when I created and distributed titles. So I lost two counties deep inside my empire. Sad and unavoidable with that mess of Imperial and kingdom laws.

If this now WAD please mark it for fix.
