I believe that all kingdons/countries in EU2 should have regions of influence in which they can operate diplomatically.
In EU1 you would often see alliances between very far flung countries which were totally unrealistic. Scotland, Turkey, Incas, China and Sweden could all be in one alliance. This I believe should end! For EU2 countries should only be able to form certain diplomatic functions (such as alliances, marraiges, vassalation) with other countries who are close by (maybe within 2 provinces of their boarders) or who trade in a COT that they own (or control).
Perhaps the region of interest could be expanded with time, technology, or colonisation.
