What mod have you used for the states (Nevada- Utah is split for example)

Well other than all the little Islands that you missed, including all of New Zealand, most of it looks good, other than the fact that Nevada and Utah are one state in Vanilla Vic2
Why not just compare the map with the regions map mode in game?
It looks like there's one province of Maryland that's the wrong colour, and Finland's Viipuri province is part of Karelia IIRC, not Southern Finland.

Why is that western Afghan state have a province in India, in northern Baluch area?
Xinjiang doesn't go that north, you gave it a province in Mongolia.
The Circars area (modern day Andhra state) doesn't own Orissa. You missed out that state.
And there are many more mistakes.
