If I'm interpreting it right certain regions can have a certain amount of factories the reason I ask is well Japan the mainland isn't very large but is extremely densely populated does this mean most of Japan can contain large amounts of factories.
(Not necessarily support them I mean how much it can contain at maximum)

Unless I am complete misinterpreting it of course which if that is the case enlightenme

You are right, an urban region will be able to hold more buildings then a rural region. Here are the exact numbers:
Megalopolis Region 12
Metropolis Region 10
Dense Urban Region 8
Urban Region 6
Sparse Urban Region 5
Developed Rural Region 4
Rural Region 2
Pastoral Region 1
Enclave 0
Tiny Island 0
Wasteland 0
Of course this can be modified by tech, etc.

Japan will probably have lots of urban or better regions.

Im assuming its going to have at least 1 mega and a couple of metros then

They did say that Japan can have many factories but don't have the resources needed for a large war industry. You have to expand to solve that problem.

Since you start with manchuria, the steel issue should be sufficient for the current industrial base. Oil can be gotten trough east Dutch Asia.

The museum collection won't stand up to the US Navy once they get started. Japan is destined to be short on steel since they simply have to crank out tonnage to compete.

The sad part is that trading for steel requires an increased investment in ships to protect your shipping. The US will also embargo you early making the war buildup harder.

All in all, this is what makes japan's Pacific campaign so interesting

My Plan is to ignore the US in terms of war and instead focus on infrastructure and my army in China if I can win in China my resources problems would be severely lessened although my navy is going to suffer for it at least for a awhile.
