Why does the emperor of the worlds largest empire need to personally seduce/befriend inspired people to get them into our court?

They are waiting for someone to sponsor them, so Surely I can say: "Hello! If you come to my court and work for me, I'll sponsor your inspiration" in a letter! Maybe send them an advance on the investment to prove it. I could see an argument being made that people in someones' court already are loyal and will wait for their liege to sponsor them. But what about all the wandering people!

I heard someone make an argument that people are unwilling to travel in the medieval world. If this is the thought process, I will gladly pay an extra 300-500 gold so that this person can have a royal procession with an ample guard force to bring them to my court, an extension of the "pay for travel expenses" mechanic.

I know you can get them through marriage, but that only applies for Courtiers of people of the same faith. Even guests and wanderers have "-100 focused on inspiration" and "-15/1000 of a different faith" modifier based on their zeal. Often, you need +100 opinion and a courtier of a fabled+ dynasty to actually get them to agree to marriage.

If you are worried about artifacts becoming too easy to obtain, Just make inspiration rarer!
