If I remember properly, it hsa been said that in HOI4, building an airforce will have an impact on the manpower since it will take account on representing the auxiliary people needed on an air wing (mechanics, auxiliary stuff, etc).

My question is how will this be reflected on reinforcements. Let me explain.

Before HOI4 we build entire plane divisions, so reinforcements where managed proportionally to the damage that the wing took... but now, we are building individual planes. So, let's say that on average each fighter we build needs 3 people from manpower: 1 pilot and 2 mechanics or whatever you wanna call them (numbers totally invented, I cannot remember if the manpower needed for a plane was shown on any screenshot).

That plane is shot down. I build another one. Now I have 1 pilot, 2 mechanics and the 2 mechanics from the previous plane... It seems wasting manpower.

Will the system be that way? Or auxiliary manpower would be managed other way?

As far as i am understanding it deploying the airwings costs manpower, so if you loose planes it should only really be a matter of bringing in new planes rather than additional manpower. The ground crew obviously isnt lost if a plane gets shot down. It is bound to the airwing, not the individual plane. I dont even think that planes and for that matter ships directly affect the manpower at all if they are lost.

They added the maintanance crews etc to give navy and airforce heavy countries a limit in how many they can (in theory) deploy. Before they introduced it you could basicly deploy as many ships and planes without affecting manpower at all. Similar to how it was like in EUIV before they introduced sailors. You could even build ships without any manpower in reserve in EUIV prior to mare nostrum.

You obivously wont loose 6000 manpower if 300 planes are shot down. That is just the ground crew for this particular airwing.

I think it could be done in a way that when you deploy planes into the map, manpower for the planes' crew is allocated from the pool (1 per fighter, and more from bombers), and allocate also a number of manpower proportional to the total of airplanes you are deploing to that base. So, lets say you need on average 3 guys per plane (fixing, replenishing ammo, fuel, etc), if you have 400 planes on a base, you should have 1,2k manpower tied to that base.

If plane gets shot down maybe there should be a random chance (tied to some tech, or training level or something) on whether you should have to use manpower to get another crew or not (maybe they managed to jump on parachute and got rescued). And for the base the same, if you suffer air base bombing and took damage, you should need to allocate manpower to replace the wounded staff.
