I think it would be a nice detail if, during a particularly bloody conflict or terrible living conditions/starvation, some pops would just pack their stuff and flee to other empires - without migration treaties in place.
The other empire doesn't need to have a migration treaty with the source of migrants - instead, it gets the option of either accepting them, allowing them to settle the empire's planet for some time, or refusing them, having them leave and search safety elsewhere.
Accepting them would have mixed effects - on one hand, you'd have a bunch of new, grateful pops you can do more work with. On the other hand, you'd have to provide more food, there may be tensions between the native population and the newcomers for some time, and the new race might start making problems in the long run.
This feature would also enhance late game crises even more. While the Unbidden are wreaking havoc and destroying everything in their path on one side of the galaxy, those empires out of reach are also experiencing effects in the form of an exodus of millions, or even billions of refugees fleeing the affected areas.
