In VIP are the United Kingdom's late political reforms (1900+) and social reforms driven by historical events or are they left to the player?

Just wondering so I know if I should carry them out my self or if they will happen by their own, it's 1905 by the way.

Yeah, when February 1906 passed, when the liberal party won a massive majority and carried out a bunch of reforms, i figured there was no event, but wow are reforms expensive. I set the interventionist liberal party as ruling party and have tariffs maxed as far as I can and even with 30, 40, 50, taxes can't make ends meet, and that's with social reforms only at about 50% of max, and social spending only about 15% higher than the minimum needed to fund my reforms. I'm beginning to rue the millions of pounds I threw away at random to fund other states, and the massive amount of pre-dreadnoughts and protected cruisers I built...my 4 million pound surplus is down to 2.5 million in less than a year(although I also discovered Dreadnoughts, Battle cruisers, and light cruisers about the same time so that's also been draining my reserves).

Any recommendation on the best tax ration for an interventionist government? At 30% poor, 40% middle, 50% rich, nobody has a meaningful cash reserve and the middle class can't get all their daily goods, although they're fine on sustenance.

You should try conquering territories that produce pricey raw materials. Usually Iron and Coal start off expensive, but can taper off. Sugar is a good one when you're in VIP. Also, Opium, Precious Metals, and Coffee tend to have a higher price. These RGOs get added into your tax revenue, but I think if just avoid granting them statehood you don't incur additional Social and Crime Fighting costs. This way your colonies are subsidizing your reforms at home.

I learned the joy of underfunding social reforms.
I don't understand why they made reforms so expensive in Victoria it is unfair.
You get the full benefits of reforms if you run them at minimum spending. Just an increase in conciousness... but less militancy.
The trick is that some governments force you to accept a 30% minimum, others a 50% minimum.
But Laisez Faire allows 0% :)

I just hate how gamey it sounds.... :(
Its practically cheating. But I do enjoy the extra birth rate from having Good Healthcare:cool:
