ok, so i am struggling with understanding the rebel system and i may have gotten this completely wrong...
but in order to try and lower the amount of rebels i have, i have been lowering mil. as much as i can...HOWEVER...i have a 74% conservative country...the only way I see getting any reforms done is to get the liberals into power...which i dont think is a good thing..

If i raise the mil of my people, will that cause rebels or help me pass the reforms? I am in 1890 as brazil and i have yet to pass any reforms other then outlawing slavery....I know that cant be good!!

It will do both. Having higher militancy and consciousness will increase the likelihood that conservatives in the upper house will vote for reforms, but also has the danger of increasing rebels. As you pass more reforms, more liberals will get into power (since they're mostly among the middle and low classes), and reforms will be easier to pass.
