I've been playing as Kuba and i'm wondering whether it is worth reforming my government. I changed my initial government from tribal monarchy to tribal depotism. Now it seems that the continuation should be to reform my government but i don't really see a reason to. I'd be giving away -15% core cost to gain 5% institution spred -10% unjustified demands, +5 max absolutism, +1 state and -0.025 autonomy (values at empire rank, which i'm not yet but will eventually be). This at the cost of 5 stab, 200 admin and having an idea group that i'm not thinking of having.
What do you think? Is it worth it? For me, unless there is some other hidden modifier it sure seems it's not... which is very weird...
