Or "How do you change the Papal State out of status quo".

Anyone know how to change? Both changing religion and changing government.

Honestly if the Papal states had a way to become Empire they'd not be so bad, but the lock on Kingdom is AWFUL. Also being locked to Catholic while unable to use the decisions is also pretty rough. The Papal States as it is in 1444 is very much an artificially tedious game.

So, anyone know how to make it less so? Or at least provide a long-term goal of "Escape".

Playing as the Papal State is meant to be a somewhat unusual experience. If you want to be a regular Italian monarchy etc, why not start as one?

I don't think the power level is all that bad compared to a random tag (not counting OP idea groups like Italy's). The Pope has excellent AE management, for instance, and gets some nice permanent buffs from events.

Still, there are options:
- Non-Christian zealots can convert the Papal State, or at least could in previous versions. So you have your pick of non-Christian religions. Being Catholic is indeed disappointing as the Pope, unless you kill off the other Catholics and become permanent Curia controller (don't take the Kingdom of God decision, it's a trap!)
- Many country formation decisions are disabled, but not all, e.g. the good old Shan escape route is available to everyone. Once you've 'escaped' from the PAP tag, there are various formation decisions that change your government, e.g. Mughals.

Can you still change to Orthodox/Coptic/Reformed/Protestant via bankrupting with only one province? That worked in the past to get a different Christian faith. As others have already stated, switching to a religion from a different group isn't that difficult.
