Reformation Money

As England, I converted to Protestant after 3 Protestant CoRs spawned, and did not get reformation money, as I do if I am one of the first 3 to convert.
When the Church Of England event fired, I also did not get Reformation_Money. I would have LOST about 2k if I chose the one that gives me an Anglican CoR.
This indicates that reformation_money is set if you convert to protestant, even if you get none of it because you were not one of the first 3.
I have no idea what is or is not WAD anymore.

I thought the idea behind reformation money was that you were seizing all the wealth of the Catholic clergy, therefore shouldn't everyone who switches from Catholic to protestant or reformed get the money?
