If a province - in this case Ansbach, converts to a new religion and gets the "Religious Zeal" debuff for -100% religious strength it prevents another religion from switching it. Makes sense, however, you can see in the pic attached that a protestant center was converting it prior to them swapping over. Now essentially, there are only two protestant sites for 20+ years, as it cannot convert it. Instead of moving on to a new territory, they've effectively nullified a center of reform. I don't believe this is working as intended.

That's definitely not intended, it's a fluke of religious center mechanics. Make a bug report on the bugs subforum, or maybe a moderator can move this thread over there. However I don't see an easy fix for situations like this unless they introduce a new functionality to the center mechanics which takes into account the center's missionary strength in a given province.
