I would like to reduce everything by about half but do not know the most efficient way to do this?

The reason is mainly that there are too many deaths etc in wars which look unrealistic.

Would there be any bad side effects of doing this? would the AI not be able to handle it?

Most likely you will just have to make a mod and edit all the things that give raw force limit and combat width to only give half the normal amount. With force limit you could also make an event that gives all nations -50% forcelimit forever but I don't think you can do that for combat width.

Ai should be able to handle it but other possible problems that could arise are:
  • Armies taking less attrition than they are supposed to, manpower no longer working as intended
  • Sieges becoming way harder since they still need the same amount of units(and cannons!) even with half force limit.
  • Army quality becoming more important since it's cheaper in terms of money to have a full combat width army with your rules. Also money becoming less important in general since you don't need it to have an army.
  • Smaller armies=less looting=less devastation and this particularly making Ming's mandate much harder to remove.
There might be more but that's all I can think of off the top of my head.

if combat width too low then there may be a cumbersome tactics to feed troops piece meal into battle, currently all the troops in battle get morale hit every round, even if they didn't get shot at, so the new incoming troop has the morale advantage.

Just cut all absolute manpower stuff by half. % modifiers won't require changes. And you don't need to adjust anything else in combat if regiments cost 500 people. Rename regiments battalions if you care about aesthetics.

Thanks i'm gonna try that

I have reduced starting combat width by 5 (which is done very very easily in the defines files)but then changed what is given by techs (only slightly more complicated to do) so you still end up with 40 at the end. It works fab with the AI I have played three games to at least 1700 and haven’t noticed any problems.

You could have the amount of manpower that each manpower Pip of development gives each nation, it’s in the defines.
In the static modifiers folder you can just add land_forcelimit = -0.25 or -0.50 whatever you fancy to the modifier for the AI difficulty that you play on. It’s right at the top of the file. Don’t forget to reduce your own as well ;) ! !
