I suggested this as a reply on someone else's thread, but might as well give the idea its own space.
Change the "reduce war exhaustion" button to a toggle condition. Much like war taxes, make it a condition which can be turned on and off. This would require the player to anticipate the need, and prevent spam. I'm going to leave amounts of benefit and cost unspecified, as I intend this post to be about concept.
Also while on the topic of swapping punch buttons with conditions, I would apply the same principle to reducing inflation, not that I use that one much.
