Reduce the size of vassal mercenaries

Varangian guard is okay, but Gilman and Mameluke seems too strong after retinues have been neffed. It has more than 20k in late game and even 10k in early game. It makes them unbeatable for nearby nations without vassal mercenary.

Yeah, mercs are somewhat too big and too pricey in general anyway, except that vassalized ones no longer generate that kind of cost, so they skew the balance.
