So you have a huge empire to govern - and one stupid vassal that keep doing stupid and annoying things.
As it works now - if you revoke his lands ALL vassals reduce their opinion towards you.

Sure, revoking should impair penalties, but if I were duke of Portugal and my liege revoke the one county from a dufus up in Denmark, I wouldn't care as much as his neighbors.
Also, If I were King of France and having a liege in the Holy Roman Empire, I wouldn't care if he revoke the lands from a chief up in denmark. I would be scared if he revoke the the title from my colleage in Burgundy.

Point is, If you are a duke and revoke title from a major in Sussex, the count and the bishop in that county should get high reduction in opinion towards me. On the other hand, the majors in my other duchies should not care that much an have a lower opinion reduction.
