Please think about reducing navy size to more realistic. Historically largest marine empires had 30-40 line ships plus lighter frigates to protect trade lines. All else was a merchant navy owned by business. I think it would be good move to rebuild whole navy mechanism to something more similar as it was in real. Can imagine that conutry have to build heavy ships needed during regular war but useless when in peace. Other class could be still light ship but the main role during peace time would be to protect trade lines against pirates. Transport class should change to support class. Normally it would be 0 units, but during the war time country could mobilise part of merchant navy for war efforts. When war is end, mobilised ships would be released. Only size of merchant navy could be large and proportional to country's trade level and colonies. All ships could transport army. So for example, imagine Great Britain XVIII century:
- number of owned ports is 40 what is a base value for navy size, so heavies and lights
- heavy ship takes 1 navy size, light takes 0.5, so in total GB could have 20 line ships and 40 frigates
- galley could take smaller fracture of navy size so such navy could be still larger, but it's firepower should be proportional to this fracture so it couldn't easyly beat modern navy of sails
- merchant navy is 200 ships not visible when in peace
- when at war, player can mobilise percantage of merchant vassels to navy and use them as support ship class capable for port blocking, patroling and army transportation
- support ships lost at war will be recovering slowly during the peace time. Lack of ships could harm trade income. Of course player can capture support ships and finish the war in a good shape. Captured support ships could genereate some moneyback as a prize.
Such mechanism would be more interesting. Squadron of 2-3 frigates at colony region would be a real power there, but would drag them off from main land so players decisions would be harder.
