Why can enemy divisions put multiple friendly divisions on hold in a province when they are trying to move. One enemy division attacking a province that has 10 friendly divisions that are on the move are subsequently put on hold due to the attack.

A reduction should be made whereas it should be required to attack with at least an equal number of divisions in order to hold all enemy divisions in the province.

Playing in the new DLC against China isn't entirely easy. So, I took some risky maneuvres such as landing in the rear of the Chinese enemy divisions with big landing parties. The idea was to move up behind their back and create a cauldron. However, the Chinese AI decided in all its wisdom that to stop my move was just to continously attack me with 1 division against my 10 and keep me tied down in al perpetuity. Even when the AI division lost org, it just kept attacking as soon as it had regained 0,1 org and my encirclement lost all its momentum. And no, the AI division wasn't standing in my path, it attacked from the flank while my direction of movement was clear until the AI eventually managed to send in reinforcements thanks to one division holding ten.
