Right now, the Great Power Modifier can happen for up to 30 countries and only serves to be an annoyance when trying to get "Rival of Rival" or call in allies to a PU war on a major power.

Instead, I propose that the modifier be limited to the countries that have the top 8 rising scores per year (perhaps it could start as the top 4 per superregion/continent and shrink as the centuries pass to reflect the global dominance of the few). The "Competing Great Power" modifier would stay in place. That way major powers are less inclined to ally each other (as intended) while allowing the player to finish the "Rival of Rival" mission without being interrupted at +85 relations because the other country suddenly got top 10 for diplo or the like. The modifier shouldn't switch over too quickly in order to accommodate a few lost wars and to prevent a small nation from usurping the glory.

Additionally, the modifier should increase the likelihood of minor nations seeking an alliance with the major powers as protection or willing to accept vassalization. It should also factor into prestige increase in a similar manner to Victoria 2's Great Power system.
