The early division spam by the Allies is partly due to the WT issue. The West is not supposed to begin any mobilization in historical mode until WT hits certain levels set in the economic laws. Unfortunately the WT blows through those levels at the end of the SCW instead of around when Munich and the End of Czechoslovakia happens.
One of the areas I am working on is reducing WT to slow down the buildup. I have already moved the WT limits for Early and Partial Mobilization from 5 and 15% to 15 and 25% and adjusted a lot of the WT values in the defines file. Also decided to reduce the amount of volunteers being sent all over the world, they were not only completely ahistorical but were kicking WT up 0.5% per division sent by EACH nation EACH time.
Adjusting the recruitable population % per Conscription Law to reduce division spam seems to mess with the damn battleplan coding. If you don't allow the AI to make enough divisions to cover the frontage the battleplan assigns per Army, it will start creating smaller division templates to have enough divisions. Plus I don't know the basis for the population figures per country or what mobilization figures PDS used (they varied per country), so I am leaving that box unopened for now.
Results are looking good in my historical test run so far, WT is only at 16% and Germany is just about to fire End of Czechoslovakia. That will push the WT over 25% which will allow Partial Mobilization for ENG, FRA, and other democracies, and allow guarantees from the Allies to start flying. Japan is the only issue, if it wins in China before 1941 WT goes through the roof. That is inherent in the number of provinces Japan annexes/puppets and the way WT is calculated, can't change that without screwing up Europe. Same old HOI issue, configuring the Pacific War theater to fit into a game designed for the European War theater.
I will post what I am doing here and in the mod forum when I feel more comfortable with the numbers so everyone can use it open source in anything they wish.
