It's 1938 now. The year begins with the foreign ministers of Hungary, Austria, and Italy (signators of the Rome Protocol) hold a conference in Budapest, in which Austria and Hungary express friendly feelings toward the Axis, their antagonism to communism and sympathy for German, Italian, Japanese Anti-Comintern Pact.

Stalin notes the growth of the axis influence and watches with slight worry.

Finally the research is finished into the modern version of carriers. The Soviet factories have been supplied with the complete designes and structures and the industry is ready to begin production.

Production begins. Soviet industry is now stretched to the limit and focused on the military so compltely as if Soviet Union was at war. There is practically nothing left for army upgrades.

At the same time the NKVD observes that although the revolution in Mexico failed, nevertheless in forced the Mexican ruling party to accept certain reforms and tightern control of the government. Mexico was now a little more friendly, however it was still to isolationist to be of any use at all.

Germany decides to annex Austria. France is without a government and doesn’t react. Stalin notes that the major issue that forced Hitler to annex Austria was the "prettyness factor". Stalin explains in private to Politburo members that Germany was simply made ugly by the Versailles treaty and Hitler was trying to restore some of its prettyness. Germany with Austria together looked much prettier on the map than when they were separated. In the meantime, a plebiscite to determine if the people would accept this is held in Austria, but not before 70,000 people are arrested. 99.75% of the population votes in favor of the annexation by Germany. This is a complete failure of Stresa Front, and from now on Mussolini no longer wishes to be an ally of France and Britain.

The NKVD agents in Dominican Rep. help stage mass protests and uprisings, aimed at overthrowing Dominican government. They also fail. Having failed (several times) to stage a successful revolution anywhere in America, the Soviet fleet moves in to stage a daring move - an invasion of Dominican Republic.

Using the rebellion as an excuse, the Soviet Union publicly declared its desire to assist the Dominican revolutionaries, but only after the Soviet troops under Zhukov's command hit the beaches and overrun Dominican defences. There are difficulties in capturing Santo Domingo, but eventually the defenders get overwhelmed.

Dominican Republic is thus occupied by Soviet forces. The US sends an ultimatum of withdrawal, threatening war. The Soviet Union completely ignores the ultimatum, knowing that United States can do nothing for its army is virtually non-existant, and the majority of it is too far away anyway.

The Soviet battle fleet and more troops begin being shuttled to Dominican Republic immidiately. In the meantime, a puppet government is installed by Soviet forces in Santo Domingo, while the anti-Soviet government escapes to Haiti and later moves to Washington D.C. Haiti immidiately invites in American troops, also US increases its military presence in Puerto Rico and Cuba.

In China, the Japanese have been pushed far back by combined Chinese forces. The situation doesn't look too good for them.

As expected, most Latin American countries strongly condemn the invasion, however, the Soviet diplomats are surprised to learn that one nation, namely Brazil, actually declared support for the revolution in Dominican Republic. The Soviet Union was pleased and started attempting to negotiate an alliance with Brazil. It didn't succeed at first though.

Later in March, Goering assures the Czech government of German determination to respect territorial integrity of Czechoslovakia. The Soviet diplomats at the League of Nations make a passionate, but vague call for "saving the world from falling into the hands of the fascists" and insist on "collective security". No one seriously listens to them, especially since now that Soviet forces intervened in Dominican Republic the League actually considered expelling USSR from the organization altogether.

In April, Anglo-Italian Agreement: concerning good neighbor relations in East Africa and the Naval Treaty of London; signed by Count Ciano and British Ambassador Lord Perth.
Lord Runciman is sent by the British government on an unofficial mission to Prague to act as an adviser to the Czech government in negotiations with the German minority in Sudetenland.

In July, a battle breaks out between Soviet and Japanese forces at Chasan lake in far-eastern Siberia. The Japanese are eventually beaten by August, but the Soviet army suffers heavy casualties.

In August, a succesful coup in Turkey! The pro-Soviet demonstrators in Istanbul paralize the city while the NKVD intelligence forces in Ankara quickly sieze government buildings in the name of Mustafa Kemal and popular revolution. Ataturk is captured and briefly held under house arrest, after just several hours he is realeased and allowed to return to his duties as the President of the Republic. However, his duties no longer really exist - his position was reduced in one night to one of just a formal signator and public figurehead, has Republican People's Party was sidelined and Turkish Communist Party was brought to power. Formally Ataturk still had a choice of refusing communist party legislatives, he knew however that such attempts would be futile and would only damage his reputation and endanger his life. With that in mind, he approved the appointment of the new cabinet which had Communists in all the key areas and only a few RPP members. Soon Turkey signed and alliance with USSR.

Later in August, the Little Entente recognizes Hungary's right to rearm.

In September, Four-Power Agreement of Munich is signed by Britain, Italy, Germany, and France, allowing German annexation of Sudetenland. Czech Prime Minister Sirovy accepts the terms of the Munich treaty and the Czech troops evacuate Sudetenland without resistance. The German army enters Sudetenland the following day, welcomed and cheered by Sudeten German population.

Stalin is initially puzzled by the situation. Czechoslovakia was a Soviet ally, and theoretically the Soviet Union had to come to its defence had Czech territorial integrity been violated, which had been violated in Munich. On the other hand, the procedure was a completely legal one and the Czech government accepted its terms. Plus, the terms of Soviet-Czech alliance treaty stated that USSR only had to come to Czechoslovakia's defence if France agreed to do the same, but it obviously didn't... Stalin was somewhat confused.

Just five days after the Munich treaty, president Benes of Czechoslovakia resigns, having nominated Frantishek Chvalkovsky foreign minister. Then all hell starts breaking loose. At first Ruthenians in Carpathia proclaim autonomy. Then Polish troops invade and occupy Cziesyn, without meeting any resistance. Then Ribbentrop and Ciano meet in Vienna and proclaim the "Vienna Award" to Hungary. With accordance to the treaty, Hungarian troops move into Slovakia and occupy its southern parts without meeting any armed resistance.

In late October Soviet embassy in Prague announces that Soviet Union may be willing to assist Czechoslovakia militarily, even if the French refuse to cooperate, but the new Czech foreign minister Chvalkovsky tells the Soviet ambassador that Czechoslovakia is no longer interested in her mutual assistance pact with USSR.
Stalin is actually relieved by the news. Now USSR doesn't have to come to Czech defence and holds no moral obligation to defend Czhecoslovakia.

In the meantime the situation in China completely stealmates along the Yellow River. Occasionally Japanese attmpt to advance southward, but they get soon counter-attacked and repelled back behind the river. This is quite an embarassment for the Japanese.

November - “Reichskristallnacht” in Germany. In an organized progrom, most Synagogues are ravaged and many Jews are killed. Stalin finds Hitler's anti-Semitism fanatic and stupid. He hasn't got to read Mein Kampf so far, so he requsts that his advisors get a copy for him to read. Stalin is interested in knowing why Hitler hates Jews so much.
 
This is gettin intense - a few modern aircraft carriers couldn't do it, you had to build a shitload......goody goody - but what about more industry when Hilter starts kickin doors in!?!?

Dominican Republic and Turkey, and a Chinese stalemate.

Things are looking up! (Even as the world goes down)
 
In February 1939, Hungary announces its intention to join anti-Comintern pact. In responce USSR severs diplomatic relations with Hungary, accusing Hungary of having abandoned her political independence. Axis grows stronger...

On March 14th, Slovakia declares independence from Czechoslovakia.
New Czech president Hacha, summoned to Berlin, places fate of Czech people into the hands of Hitler. Whermacht hastily enters and occupies Prague, establishing Reich protectorate of Bohemia and Moravia.
Following Slovak declaration of independence, the Hungarian government presents an ultimatum to the Czech minister in Budapest demanding withdrawal of all Czech troops in the Carpatho-Ukraine within 24 hours . . . Ultimatum is accepted without delay. Hungarian troops cross the frontier and reach the Polish border on March 16.
Following German occupation, Tiso of Slovakia signs a “treaty of protection” with Germany, effectively becoming a German satellite.

Later in March Japanese puppet Manchukuo joins the anti-Comintern pact. In late March, Lithuania cedes Memel to Germany after an ultimatum. The axis bloc is growing stronger day by day. But Poland joins the Entente seeking protection from possible German expansion. So far Germany has been exceptionally friendly to Poland, and even attempted to ally Poland at one time. Now this policy is about to reverse.

April 7, Italy invades Albania following an ultimatum. It takes about a month for Italy to defeat the nonexistant Albanian defenders and finally annex Albania.

Later in April, Hungary withdraws from the League of Nations. Just after that, during a general meeting the League of Nations finally signs a resolution expelling the Soviet Union from the League due to continued Soviet occupation of Dominican Republic.

The situation in Europe looks rather interesting. In the center there is the German-Italian axis, surrounded by the London-Paris-Warsaw Entente, and ultimately the Madrid-Ankara-Moscow alliance on the periphery.

Stalin sends a vague offer for a British-French-Soviet alliance against Hitler, just to make it look as if he is committed to the cause. In reality though, his offer of alliance is vague while his demands are exceptionally harsh - the offer says that the Soviet troops must be allowed to move into Poland before(!) Poland actually gets invaded and also Poland should reform its government and legalize the Communist party activities (which were banned for a long time already). Chamberlain recieves the message, but sends no reply.

May 11. The Japanese begin a new attack on Soviet positions, this time near a Mongolian village of Ghalkin Ghol. Despite the limited Soviet military presence in the region, the communist forces decisively defeat the Japanese invaders. At the end of the battle, the Japanese diplomats agree to sign a non-aggression pact. At about the same time Maxim is dismissed by Stalin and replaced with Molotov.

May 22. Pact of Steel is signed between Italy and Germany, it is designed to strengthen the Axis.

July 12. United States, in response to increasing Japanese aggressions in the Far East, withdraws from the 1911 commercial treaty with Japan.

August 4. The Soviet Navy is constructed!!! Now the glorious Red Navy has two grand Carrier Fleets, each one consisting of 5 carriers, 10 heavy cruisers, and 15 light cruisers. The Red Navy is now ready to defend the national interests of the Soviet Union around the world as well as serve the cause of international communist movement!

August 11. During a speech Hitler says: "Everything I do is directed against Russia". Stalin is worried about what exactly does that mean. In the meantime, Herr Ribbentrop confers with Count Ciano, about the possibility of a European war. Ciano is shocked as to the extent of the war plans that he hears about. Upon returning back to Italy, Ciano tells Mussolini that he is "completely disgusted with the Germans, with their leader, with their way of doing things. They have betrayed us and lied to us. Now they are dragging us into war”.

August 23. Molotov and Ribbentrop meet in Moscow and conclude a non-aggression pact (containing a secret protocol for the partition of Poland and settlement of spheres of interest in Eastern Europe). Stalin thinks: "If everything Hitler does is directed against Russia, is this a part of his plan or a deviation from it?"

Having finished constructed the navy, the Gosplan gives new construction orders: tanks and infantry weapons.

It is early August, and the invasion can't wait any longer - winter is comming soon. The newly constructed Soviet carrier fleets will arrive to Dominican ports only by August 14th, but Stalin decides not to wait for them and commence the invasion of Cuba immidiately. The only support the invasion force have consists of the old Soviet, Spanish, Turkish, and Brazilian navies. They are considered to be practically useless, but all they have to do in this situation is to cover the invasion force for 10 days until the main carrier fleet arrives and turns the tide of naval battle decisively in favor of the USSR.

Invasion of Cuba commences on August 5th.

You need to replay Red Alert 2. :)
In game the Sovets at first invade United States, then they turn to Western Europe.
