You can click that arrow and then click an order (frontline, fallback line, etc...).
Then the unit will spawn in the province selected, and be attached to the order and move there.

You can use it by having a fallbackline with a general with SHIFT+taining Order. Than the unit will move to the fallback line and train until fully trained.

Sorry, I am simply not getting it. I select the arrow and then left click the order on the map? Trying to learn some of the nuances and this is not making sense. Do I click on the unit that will be carrying out the order? Sorry!

I select the arrow and then left click the order on the map?
Yes.

Try the following:
  • Close the deploy menu
  • Select a general
  • Draw a fallback line (that is the line made of xxxxxx)
  • Reopen the deploy menu
  • Click the arrow
  • Leftclick the fallback line
Then the arrow should change it's color to the color of the general and of the fallback line.
