Recover morale with forced march when a unit's standing still

As we all know, troops with the forced march (FM) button on don't recover morale — which is understandable, since if you cut corners to cover extra ground, you might not have time to rest and prepare for another battle that well. You pay the cost and get a reward. What doesn't make quite that much sense, however, is that units stay on the same morale level with FM on even when they don't travel.

The instantaneous nature of FM renders such a feature unnecessary. There are many instances in which army morale changes — be it a battle, a unit type upgrade or even hiring an Army Reformer advisor that grants a +10% modifier. With large empires and plenty of troops out on the map, one has to micromanage each stack with FM selected to deselect it and then re-select it, once the morale is back to the highest level. Time-consuming and annoying, don't you think?

Therefore, I'd like to present a simple solution: when units stand still, make them recover morale even with FM on. When they're in the move, though, make them not — leave it as it is now. Such a change would save a ton of needless work while preserving the core expense of marching faster.
