How exactly does it work? I started off as Bosque culture but Hispania was completely taken over by Muslims. I manage to find myself part of the ByZantine empire thru marriage durong the Muslim takeover. I am now a duke in the ByZantine empire and still Catholic and Bosque. Will I ever be able to iniate the Reconquista or do I have to be king level?

You can Reconquista as a Duke.
But you have to be independent.
Presumably for balance purposes, to prevent the Catholics from taking Andalusia immediately in like, three or four simultaneous mini-Crusades all coming out of one kingdom.

I believe that Reconquista becomes unavailable once the Empire of Hispania is created, and that you personally need to have land in Iberia. So if it's been completely taken over, you're probably out of luck anyway
