You are not allowed to fly over neutral territory, unless you are allied with that country or have a Military Access agreement.

There is NO recon plane AFAIK as MidEvil has suggested.

Edit:
To see what forces the targetted country have, go to the Statistics tab, you can compare your forces with any in the world, that is, ground forces, airial and naval. You can see how many units of each that country has.
