Well graphics don't matter with HOI, it is a good CPU which you need for this game. So I would go for the best CPU you can afford, and worry less about the Graphics card. So personally I would say an i7, or an i5.
I would recommend a good processor with a minimalist graphics card. You don't need much graphical power but will definitely bottleneck without it.
I have a laptop with an i7 in it(and integrated graphics) and while playable it's a lot slower than my desktop with discrete graphics.

If you can get a laptop with quad core intel CPU, that should be as good as you'll probably get on a laptop on that front. Even if you own a supercomputer from the future from space, you will not be able to play HoI4 "perfectly" once the game gets into the late war. So don't stress.
However, graphics cards aren't super important! Any laptop with a dedicated graphics card of a 950m or higher should do well for the game. If you can get a 960m / 1050, that would be far beyond the basic needs for the game.
I would recommend 8GB RAM on any laptop you use.

If I were you I'd keep your Acer One for situations when you actually need a laptop (schoolwork, something you can drag to the library etc) and buiild/buy a desktop instead for gaming. If you want to be able to take your gaming rig places (LAN party gaming, is it still a thing?) then build a Mini ITX rig. Basically like a normal desktop but with no PCI slots for adding expansion cards (even computer geeks like myself hardly ever use them) and room for only one graphics card. Makes the unit no bigger than a football, though you still got to lug a monitor/keyboard/mouse (i suppose these days, you could just plug into HDMI on someone's TV instead ?)
Desktop CPUs are tuned to draw 95W power under max load, which means they always outperform laptop processors at the same tech level which have to constrain themselves to 15 w or 35w .
The desktop, with it's roomier chassis and better airflow runs cooler with a 95W chip than a laptop with a 35W, which is good news for component life.

Well, if you want a notebook, you probably need over $800 device to comfortably play into late game. Anything with 4 core intel i5 or i7 will do, just make sure it is 4 cores.

Shoot for something better than an i3 processor. It gets a bit wonky with mine. Playable, but a bit wonky.
I haven't played Millenium Dawn since September, so I can't comment on that with the current version. I mainly play Kaiserreich if I play Hoi4 (waiting for the new patch before I get back in). But even with the base game it gets a bit wonky.
