I'm assuming that "sulphur" includes potassium nitrate, the way "copper" included other non-ferrous metals in EU II. Sulphur itself was not particularly rare or expensive. As it is, it is very hard to devlop a meaningful explosives or fertilizer industry.
You should do what VIP did: Open Victoria\db\economy\factory-efficiency.txt and make sulphur RGOs 2.5 and fertilizer factorys 1.5 rather than 1.
