it would be nice if you add this option. Exsample partisans from rebellion region ask you to recognided them. And then when you accept that, new state is born. of course, also other country must give recognitions.

Exsample: in 1941 when Uzicka republika was made in Serbia. Then dont be recognised by the germans, but USSR recognised it. I I dont think that allies do that. because that republic dont last so long. And also add posibility that country can be free after partisan take some of controls of provinces but if they dont give some recognitions, they dont have any trade or help from other countries. They be left alone.

also in event exsample:

yugoslav partisans demand that you recognised them as part of new state uzicka republika. 12 country accepted. What is your response?

IN peace time, it doesnt mean that you must be in war with that country that have problems with partisans, just it mean that new country will be born.And relations with that other country will be -200 but no war.

Also if country dont have much recognistions, or no at all. When, and if take some territory, they by selves proclame indenpedente for other country and have small relations of those coutryes whitch recognised them, or dont have all rellations at all, if no country recognise them.But they be intenpednet and alone with no trading help of support.

And how is this different from the way it works now?

Currently if the "rebels" control enough provinces for a set amount of time, then they will form a new nation. Usually (but not always) this will result in them being at war (i.e., not recognized) with the country they are rebelling against (and their allies).

Oh, well, the current method is kinda nasty when it comes to some place declare independence, and short after they're re-anexed by the former ruler...

Some kind of international recognition could at least avoyd the war between a secessionist state and the mother country, specially if the subject is a colony.

Regconizion system might a bit too advanced/complicated and could be replace by events and such. Also partisan ARE very weak, they should always spawn with the lowest militia model of revolt area. Maybe revolt risk should be unified over the WHOLE area and then should spawn over WHOLE area not just province, make them stronger and maybe reduce revolt probability game calculations.

Hmm, we went a different way. Once rebels start to spawn, they can become an epidemic.
1) Because rebels generally don't have a good source of supply (they don't own the provinces they occupy and they aren't considered "core" until they Declare Independence), they can regain organization anyway (even in combat).

There are other changes as well like bonuses for neighboring provinces being in rebel hands, terrain, etc.

I think a major issue with partisans and etc. in HOI2 was that were units were surrounded and attacked, they would surrender completely and the unit would be lost.

That should be much more rare in DH. Partisan units should delay their attackers and melt away, returning when the strong forces have left (large tracts of land were continually controlled by soviet partisans in Belarus and Ukraine, for instance. They were left alone because the Germans didn't have the manpower and capability to wipe them out. Sure, a bunch of infantry divisions might send them hiding but after they leave the partisans would return.) And surrounded armies should have a pretty good chance of dispersing into partisan units (a pretty large portion of Soviet partisans were overran Red Army troops.)

Maybe to keep the revolt risk of a province even after the partisans have been "wiped out" of it would become usefull.
Hmm, this is the way it works (and always has).
The only things that reduce revolt risk are:
1) Time (it reduces VERY SLOWLY over time).
2) Ministers
3) Suppression
4) Did I miss anything?
