So in mu MP game with a friend I captured planets from him, and let my assault troops stay there.
He couldn't bomb the planet and get the fortification down so my troops easily defeated all attempts to recapture it by landing forces.
So this must be a bug. Why isn't he capable of bombarding the fortification to zero?

I don't want to be that guy, but did you just admit that you released game about stellar warfare knowing that half of that warfare is broken?

It came with most recent patch, previously it worked fine. But generally it is surprising that this bug slipped into patch release...

Perhaps there will be a hotfix.
Anyways if one know about the bug one can use it quite hard. But against humans they tend to give u the same treatment :(

Well you can allways retake the planet by brute force with a lot of armies, you just need alot more or better armies then the defender has to retake it but since only 12 armies can defend it (+some auto spawned really weak armies) that should not be that much of a problem.

Since your armies are doing 1/10th damage, you need about 38 equivalent armies to invade successfully.

Actually, if you're retaking a planet, IIRC there are no-auto spawned garrison troops.

...Which is why it isn't as huge of a deal in SP, since the AI usually never leaves troops on planets they have taken. On the other hand, they also never land troops unless the planet is fulling bombed, so any gains you make are pretty much permanent.

It is a huge deal since this game is best played in MP. It is so much more fun, since humans tend not to be as predicable as AI.
but sure in SP it is not so totally agree on that. But Paradox games are always more fun in MP.

Same thing happened to me with the terraforming event. Mine was an 1.4.1 ironman game, no mods. Sadly, my game is past that point so no saves available.

Quoting myself from another report of the same bug:
Cause to no bombardment allowed: The controller of the planet is "Deformed Creatures", a "faction" type country. This type of country is technically not at war with anyone, despite hostile to everyone. So bombardment's condition ROOT.OWNER = { is_at_war_with = FROM.CONTROLLER } is not true.
This bug would also affect other always-hostile types of country, such as pirate, adversary, amoeba, crystal, drone, cloud, if they somehow became controller of a planet. (None in vanilla, though.)

Suggested solution: Change that condition (in file 00_rules.txt) to ROOT.OWNER = { is_hostile = FROM.CONTROLLER } .
