Rebuilt ruined interstellar assembly gives no benefit?

Having saved up (in game) for ages to repair the ruined interstellar assembly I owned, waited for it to come online I now find it costs me huge amounts of resources every 'month' and appears to give no benefit at all:

Now it is online there is no option to shut it down or demolish it etc.

Have just spent 20K alloys on a pointless bauble that drains 30 consumer goods every month?

It won't show anything there, but you should be getting a +50 diplomacy bonus with other empires as well as +100% immigration

It needs to be in the capital system of your empire. I am not sure if this was fixed in the beta patch.
You can either switch your capital world into this system (if there is a colonized world) or your alloys are basically... wasted.
