Maybe I'm confused, but short of losing to your enemies in battle, what stops Turkey or Austria from annexing their neighbors in HOI3 now? You don't need cores to declare war, and there's no infamy, so other than a name change, I'm not sure what mechanics are even needed, if any.

If the allies were the aggressors and Germany was a peaceful nation would there have been any chance of Austria/Hungry reforming? Say Hungry or Austria having huge unrest penalties and at war/fear of aggressive open conflict would they have ever reformed?

I wouldn't mind having some decisions that change countries size/name/leaders, even if they are very unlikely or nearly impossible to form like A-H/Ottos or Austria lead Germany. It's always interesting to see in Eu4 countries that you would never except to see somehow happening like Ming collapsing, Persia forming and actually becoming a powerhouse or perhaps OPM becoming huge players. I think changing the nature of HoI3 into more of sandbox is a good thing as HoI3 is very repetitive I for one always attack Poland the same way.

Strange usually it's the Byzantophiles who are first create a topic about reacreating the empire in all PDS games.

Yeah but dont worry they will start to open up new threads once in a week in couple of months and when game is released be sure that you will see some first day Byzantine mods :D

I don't think kurds would appreciate turkish overlords. Ataturk wanted a state of turks and kurds, but yeah. There probably would be no turks left in west thracia by 1936 either, considering the mass deportation of turks from greece, and greeks from turkey. I do not really know the story surrounding Batum but there are no turks there either.

I think there is an "easy" solution for this problem:
- Introduce the "Claim Province" Function from Darkest Hour to HoI 4 (You can click on a province and claim it)
(- Start the war and get what you want)
- Introduce maybe an event or decision to rename you country when you have a certain amount of provinces or change your ideology. (Austria -> Austrian Empire/Austro-Hungary , Romania -> Romanian Empire)

Not only that, but an Áustria annexing everything left and right with no retaliation and without massive internal unrest is a thing of fantasy.

Besides, Áustria population was tiny and it would bleed white to conquer Hungary, let alone all the rest.

I think we definitely need a-historical empire for HOI4. Not only for the Ottomans or Austria, but I think we should be able to create (for example) a united South American nation.

The problem isn´t creating one, but more how passive the conquered populations would/should be.

there is no empire building/rebuilding. There is only a pre-game huddle, and then War. Then, only War. The HOI timeframe does not allow for any true nation building or shaping. No time to do anything truly ahistoric. This is why PDS is NOT calling this HOIV Grand Strategy Game. I think that's very intentional and appropriate.
