I had this also one time, I couldn't enter a rebel's province in the direct (shortest) way and I had to make a longer way around the province to enter it from another direction, then it let me in.

I tried sending troops from two differerent provinces and from sea, but it didn't help.
Then I combined two armies (7k each) and I could move this new larger army into the rebel province. Seems as if you need an army as large as 15k to retake rebel provinces.

The next problem was that the province in question had maximum fortifications ! :(

In fact I never managed to get back the province but I stumbled across another problem in the course of my unsucessful attempts:

The manual states that if rebels hold a province long enough the goverment will be eventually overthrown, you will loose VPs and get back the rebel territories.

What really happened was that my government was overthrown, I lost the VPs, but I did not get back the rebel provinces !

That was your problem all along. The larger the fortifications in a province, the larger an army needs to be in order to enter the province (I assume the idea is that if you don't have enough troops to 'cover' the fort, then those troops would have no chance of surviving in the province. For example, if you try to enter an 'enemy' province (incl rebel provinces) that has a Small level fort (10,000 men and 20 cannon in the garrison), you need to have more than 5,000 men in your army just to be allowed to make that move.

von Curow is right. But what about the other problem ar73 mentioned?:

will be eventually overthrown, you will loose VPs and get back the rebel territories.

I think that could be a bug. As the rebels have overthrown his governement, they should be gone, right?

You´re not serious about this, mein General, are You? ;) As the government is overthrown, a new governement is formed with the former rebels now in command. The player has not lost his game, he´s only working for the 'new government' now. :)

I did some testing and it seems that what happens when the goverment is overthrown depends on wether your troops are besieging the rebel province at that moment.

If there are none of your forces in the province, then it is given back to you correctly.

But if the province is besieged, then the problem will occur:
At first it may seem as if the province has been returned to your control (your flag flies over it), but the army in it is still in 'siege mode' and you can't access the build options of that province. And when you move your army out of it, the rebel flag appears again.

Definitely a bug. :(
