Rebels in sphere

I am relatively new to the game, and I am playing with the HPM mod and all DLC. Am I correct in understanding that if there are rebels in a country in my sphere, if I do not have military access, I cannot do anything about it to help them? All countries seem to be very reluctant to give military access, even if I have 200 relations and they're in my sphere. I'm a bit disappointed in seeing there there is very little I can do, if anything, to help countries in sphere at all other than defend them if someone else declares war on them.

It's been a while, so I might be mistaken, but can't you give them loans or war subsidies or something to help out?

But I've never played any mod, so I have no idea what I'm talking about.

I can give them subsidies only if they are at war with someone, but it's a fixed amount (presumably based on their economy) and very minimal.
