So, with the new fort system rebels have free reign in your lands unless you harsh treatment them into the ground. Since the chances are they will siege a province without a fort before you can get to them. Free +10 years of separatism for everyone!

Yep definitely this. It was super irritating playing as Ming last night and facing years of 'Mandate of Heaven Lost' (grumble grumble, 60 legitimacy is too high a threshold, grumble grumble) when rebels would popup on the opposite side of the country and take 5 provinces before I could march there :\

We wait for a hotfix. It's a common practice for PI to release their DLCs with a few of the most obvious bugs and at this point I am not even surprised that this problem was not detected during testing.

How is it a bug that provinces without forts are sieged in one tick?

I find the opposite, rebels are a complete joke now, with tiny stacks and you can predict where they spawn and most of the time hit them before the month ends and province falls.

It isn't a bug, but they should change the addition of the separatism modifier to occur after a fixed amount of time of control, rather than on successful siege.

Rebel held province, receives separatism modifier after 12 months of control, would be nice.

Even 6 months would be plenty, gives you a small window of opportunity to attack the rebels and un-siege the province.

They siege fast and add the separatist modifier but they are hardly a threat now. The most annoying part is that they're far more likely to stack up because they siege quickly and all converge on the same province. On the other hand if they ever leave a sieged province unguarded you can just keep playing the siege game with them untill you're ready to fight them on your terms. With the current mechanics I'd almost say that rebels could use some sort of AI to deal with stacks sieging provinces back. That or as mentioned before rebels should take longer to siege provinces but I would add to that that perhaps sieging things back from rebels should also take longer (when there are no forts).

If the province is in a forts ZOC they will run to the fort. If there's no fort ZOC defending it then you're screwed. Build more forts.

That being said on islands its ridiculous. Islands don't work in the fort system as it stands. Westernising has the potential to be brutally unfair if you get the minus westernisation within 1 month from rebels over on midway island
