Well we are playin our nice 6 player dedicated
game and sweeden is in his 40 year struggle to
keep holde on northern germany *all of scandinavia/annexed*
rebels rise in gotland about 11k ... "we are allies btw" me
as russia heh.

he goes to send about 18k and they battle it out.... rebels looze 1k he loozes 16... after initial shock he sends another army of about 12 or 14 k obliterating about 6 k rebels this time but still loozing most of his troops leaving about 4k rebs there.
now he cant afford to send anything there so i help him out sending about 12k on those 4k which beat me out of there me loozing about 4k rebs none.... finally u succeed eventually.
But thats abit painful i must admit to have rebels that strong.
maybe they should be reduced a bit to maybe half ur tech
and spawn much less... i think the new rr penlaty to income is
much better to make warmongering less favorable.

most of his holdings in sweeden were -25 - -50+ due to rr
penalty and german holdings at -110 for duration of this hellish bb war.

I just played 100 years as the otomans in single player using 3rd april patch and often had my RR at 10% or more in all my provinces during many wars. I came to the opposite conclusion to you - IMO rebels need to be tweeked up a bit - either more of them(preferable) or more frequent. The economic penalty was nasty, but because it is predictable it wasn;t a big problem - I could just plan for it. And the rebels were too few and far between to be a significant problem.

I am in similar circunstances ... playing Spain , the year is 1530 , 7K rebels in Guyanne , south France ... Attacking them from Poitou with a 15K inf Army (Land lvl 10) leaded by a 4-4-4 , morale strong , full mantineance :

Outcome , my army is mauled and badly beaten time after time , the rebles don't even lost 1000.

I think rebels morale should be tweaked down . It's ok if they have a similar tech lvl compared to country against they are rebealling , but this way , rebels also have the moral bonusses of tech , this is incorrect , a non professional army of rebel scum should be no match in morale or discipline terms against an "official" army ...

... in my opinion their morale should be tweaked down considerably

Well if this is true and happens consistently then it is not the new system - it is a bug. The rebels should have the same tech as the country where they originated.

I've now played 200 years with the new rebel system and I have found fighting them exactly like fighting an enemy with the same tech level.

Also, remember that they are popping up at 1/12 the frequency compared with before...
