Rebels immediately succeeding - WAD?

A strange thing happened to me with rebels and the new fort system:
I was playing as Poland and had Silesia as my vassal, conquered three provinces to make a beeline to the bohemian gold province. Some time later, Silesia got Czech seperatist rebels. They popped in the middle of a month and were sieging at 100% because there was no fort covering these provinces. I moved my troops next to the rebels and raised maintenance again. They succeeded the siege and I decided to wait for the monthly morale tick. But as the month ticked, Silesia immediately collapsed and gave in to the rebel demands - the three provinces went straight back to Bohemia. So I wonder, is this WAD? It seems to me that in such case you have a very limited amount of time and rebels would succeed way too fast. Maybe there should be a grace period or something, especially for vassals. If such rebels were to succeed in my country, I could maybe plan ahead by placing strategic forts, but a vassal can't. The only thing that kept me from ragequitting was that Silesia kept her cores...

Did the rebels siege down all provinces at once? Capital too? If so, seems WAD that they'll enforce the demands. This raises a question: does allied forts help in this scenario? Guess not but it should.

No, they did only siege down the three conquered provinces. In each of the province a rebel stack had spawned. Silesia had two other provinces, including their capital, that wasn't sieged. Shame I didn't make a screenshot.
I can't see how allied forts could help, the rebels would have sieged the provinces nevertheless; they only would lost the occupation if they left the sieged province.

Seems like an oversight. Once over half of your provinces are sieged rebels break your country and enforce their demands. I've seen it happen with a few smaller nations where rebels spawn and instantly break the country before the AI reacts. I hope they change it so that rebels should have to siege the capital to break the country and enforce their demands.

Seems like a bug, but rebels are a pain now, constant 10 yrs of separatism in non-fort provinces because they always succeed unless you have troops there already.
