Something that I've noticed a lot while playing, is that rebels often start walking towards a province only to suddenly stop. On the second try they get there, though.

I'm fairly sure that this is caused by the rebels not knowing the destination province, and the first attempt to move there results in the exploration of the (civilized) province.

This isn't so serious an issue in the later parts of the game (few provinces live through the game without being visited by them or being known to a capital which in turn is captured by the rebels;)), but it's detrimental to the rebellions in the early game, and really makes the rebels worse off than they should be, especially when compared to later rebel performances in the same area.

Since it would be adding a new feature to make the rebels an exception to the "bounce back after exploring an unknown civilized province", I suggest that they instead are given knowledge of every single province in the world. The pirates should probably be given the same treatment as well.

I'm not so sure you want the rebels to be more powerful early in the game. After all the Age of Revolutions is towards the end of the game. What do people think?

B-but... I like rebels...:(

It's only knowledge, after all... they don't get (noticably) harder to kill... and it is kind of an age of revolutions if you look at the Golden Horde and the Timurid Empire.:)

I think it's tougher when the rebels stay in your provinces for longer periods of time. I want to get rid of those guys but I can't afford to fight them. Let them go off to my enemy's provinces. Patience, patience! Whew!
