I think that it's always been there just not displayed on the screen as 105%. If you look at one of DDRJakes athens VODs he experiments and shows that the rebels get it. I believe he hovers over the rebels discipline and it shows from that.
It has a bit of sense. However Nationalists and Patriots in my opinion shouldn't get it. Neither should religious revolts. Nobles rebels should get it because they are your nobles.

Besides maybe peasant revolts, every other rebellion type could easily have a professional army. So them getting the discipline does make some sense. Maybe even COMMON SENSE.

Do they get the bonus when you have the discipline guy when they spawn, or do they even get it when you hire an adviser when they're already around?

That is one of the reasons that high morale is more useful then high discipline. Ofcourse that when feeding 500% OE to a vassal it's better that they have low discipline compared to you.
