Is anyone still seeing this? What prompts peasants/zealots/pretenders/revs to finally cross a sea zone, and what might stop them?
WAD it was a recent change so Rebels that spawn on an Island could actually pose a threat.
It is not very realistic but gameplay wise it's a great change.
What proms them to move across the sea is the same AI logic that proms them to move from one occupied province to the next one, they can only cross ONE sea tile so if the spawn on the Azores they won't be able to go anywhere.
I am under the impression that a blockade will stop their movement.
EDIT:Is a free feature so even if you don't have any DLC it will happen if you are up to date on the patches.
I meant Rebels crossing water is WAD not that it was bug freeI'm not so sure it's *currently* WAD, as I'm seeing them simply...not cross...in many instances. I know it takes them a long time, but not 3+ years?

Rebels are hostile to everyone (except their sponsor / defection target). Ships blockade hostile ports automatically.I also noticed that at times random AI will be able to blockade rebel controlled ports despite lack of access or alliances. My recent 1.12 and 1.13 game saw Catholic rebels in Rhodes frequently blockaded by my enemy Hungary when not at war and completely unaffiliated Cyprus.
