I had what I think is a good idea (in my very humble opinion :)). I know that I have posted this idea already, but, hey, here it is again :).

A way of helping the probability of success in rebellions for indepence (without needing to hard code revolt risks) is to give the rebel armies historical rebel leaders, which have a charisma trait that allows the army to continually grow, depending on the revolt risk of the province it is in. This would give the independence wars a better chance of succeeding, but would also give the collonial power a means of winning, namely totally destroying the rebel army (just defeating it would not be good enough, seeing that it would grow again). If the country has not formed by the time in question, despite being there historically, the rebel armies could be given historical leaders (not just the leaders of the historic rebelion), thus further increasing the chance of indepence being achieved.

The rebel leaders could be coded to attack predominantly the home provinces of their prospective state and could be allowed to retreat (rather than always being destroyed like a "normal" rebel army).

Very good idea, I'd love to see San Martin and Bolivar like this in South American wars of independence. :)

If the country becomes independent, the rebel leader should become a general of the new country.

At least with this way of handling independence rebelions, it may still require a large army to crush the rebelion, but there is still a forseable way for the collonial / controlling power to hold onto what they have gained.
