Thing is that supporting rebels mostly doesn't lead anywhere, its just a minor nuisance to the country that it happens to.
Allow me to explain it through an example: I recently played as Lucca, which in the mid-late game meant that I was swimming in money. I also had ideas that supported rebel support efficiency which reached a staggering 250% at times. This meant that rebels was guaranteed reaching an uprising. That was nice, but they never ever won. This is because rebels become worse as the game progresses - the reason is that nations becomes stronger, more stable, have bigger armies and better economies.
Anyways, let me propose some things that could change this just a little bit.
The following things are only for rebels that are supported by a foreign power - otherwise they'll just work like they do at the moment.
1. The rebels will always have a general with at least 10 and max 70 army tradition. All supported rebel armies will have generals when they spawn. - This can be scaled to the type of rebels with noble rebels getting better generals and peasants only getting 10 tradition general (or something like that)
2. Supported rebels should have better morale as they are better equipped, led and fed.
3. Ordinary rebels cannot utilize the fact that they have many canons and their siege bonus will always only be 1. This makes them progressively worse as the game progresses and better fortifications become available. This should change if they are supported where they can use all their canons to gain a siege bonus, which will speed up the siege - especially in poorly fortified countries.
4. The rebels should remain "allied" to you for as long as they are active. The bond is only broken if A. You decide to end their support. B. They enforce their demand and C. if they are defeated.
5. The number should increase depending on the support efficiency because your nation is able to gather more support for the rebels.
It could be something like this example:
100% rebel support efficiency (normal rate/no bonus): 10k rebels will spawn
150% rebel support efficiency (normal + espionage): 15k rebels will spawn
200% rebel support efficiency (normal + espionage + policy): 20k rebels will spawn
etc.
In this way you can make large rebellions into very powerful uprisings. Naturally, very powerful rebellions with massive amounts of troops will only really happen in large nations who most likely still will be able to beat them, but at least it won't just be a minor nuisance to them. Furthermore, you'd need to invest in ideas and policies that can help you create these large scale rebellions - not to mention pay a large sum for it. Thus it seems like a more balanced expenditure if the numbers and quality are increased.
