This isn't meant to be a complaint or support thread. This is a "how does this work thread".
My initial impression was that when you get a rebellion, all provinces of that rebel type with positive unrest would create rebels, scaled up based on OE and whatnot. However, while that happens sometimes, sometimes I will have unrest in 5 or more provinces and yet only get an uprising in two provinces.
So, for clarity's sake, what exactly is dictating the size and location of rebel spawns? What makes them sometimes utterly carpet the regions with unrest, whereas others they only show up on SOME of the unrest provinces? It would make deliberately fighting the rebels more viable in some cases, but that won't be possible unless we know whether there will be 30 of them...or 180.
