Currently steppe has +10% dev cost while Woods are +15% dev cost. This makes it so the it is easier to develop parts of Central Asia and Mongolia than the Rhineland. The description even says the steppe is unsuitable for agriculture.

It would make sense to increase the steppe dev cost to +15-20% and maybe decrease woods to +10% dev cost.

I think it's more about how easy it is to throw down roads and buildings in flat terrain than to cut down trees and then put down roads and buildings. I can see making them having the same development cost malus, perhaps around 10%, but increasing steppe to 20% seems a step too far.

They should probably account rivers somehow in development. No river harder development +5%/10%, with river -5/-10% development cost to make the difference. In a sum river provinces will be more attractive as they should and inland steppes will lose a bit. Forest area with rivers would become more attractive.

Actualy woods and forest should decrease development cost, it's raw materials from crying out loud.

The problem is really that the three developments use the same cost. Industrial development would benefit more from acess to wood (or rivers) than from farmlands, while population development would likely benefit more from farmland.

Also it makes absolutly no sense why developing costal areas is more expensive.

We should also be able to change woods and forest to grassland, and grassland to farmlands.

Well I'm not so sure about that, steppelands and tundra should be harder to develop than farmlands.

I don't think anyone is disputing that in theory, the problem is when it's applied on a province wide level. And it would probably even be fine if it was a trivial/minor flavor balance of the province.

But it's not. It has mayor implications on game balance and how you play. Mountain regions has valleys, desserts have oasises, and so on. Some regions of the world is hurting by this more then the "flavor" adds.
